Founded 12 September 2025 in Bhubaneswar, the Odisha Developers' Federation represents 56 member entities and 85 registered representatives across the State.

Origin

How the Federation came to be

The Odisha Developers' Federation was formally launched on 12 September 2025 as an independent association of real estate developers in the State of Odisha.

Before its formation, this body of developers functioned as the CREDAI Bhubaneswar Foundation under the national apex body, the Confederation of Real Estate Developers' Associations of India. That arrangement became untenable. A parallel body was formed mischievously, and the national leadership showed no initiative to settle the resulting conflict.

Faced with a dispute that was consuming the energy the members would rather have spent on their industry and their customers, the members resolved unanimously to part ways and constitute a separate association — free of unnecessary conflict, and answerable only to its own membership and to the public it serves.

The Federation was built around a single organising principle: ethics above everything else. Every structure that follows from it — a published member register, a published governance list, verifiable RERA linkage for every member, and a public route for a homebuyer to check who they are dealing with — exists to make that principle checkable rather than merely stated.

What membership commits a developer to

These are the terms on which the Federation was constituted and on which members are admitted.

    Ethics before scale

    Membership is a statement about conduct, not a headcount target. The Federation would rather be smaller and answerable than larger and compromised.

    Transparency by default

    The member register, the governing body, and the Federation's representations to Government are published openly. What can be shown is shown.

    Regulatory compliance as a floor

    RERA registration, timely statutory filing and honest disclosure to buyers are the minimum expected of a member, not an achievement to be advertised.

    Constructive engagement with Government

    The Federation engages the State, the Development Authorities and ORERA on policy through reasoned representation — on record, and on behalf of the whole industry.

    Accountability to the homebuyer

    The buyer is the party with the least information and the most at stake. The Federation exists in part to correct that imbalance.

Governance

The governing body

The Federation publishes its governing body in full. Names link to the individual's entry in the member register where they also represent a member entity.

Office Bearers

Elected to carry the day-to-day authority of the Federation and to represent it before Government, the Authority and the public.

Advisory Body

Senior members of the industry who counsel the Office Bearers on policy, precedent and the long view.

Executive Body

Members charged with carrying the Federation's decisions into effect across its committees and initiatives.

The governing body is as recorded on the official records of the Federation. Where a name is not linked, that individual is not presently listed as a registered representative of a member entity in the member register.
